NEW RIVER VALLEY AIRPORT
Airport Master Plan
New River Valley Airport (PSK) is a general aviation airport located in Pulaski County, outside of Dublin, Virginia. While PSK is a general aviation airport, a significant portion of its operations are cargo and aviation-serving industries adjacent to PSK. The purpose of the master plan is to identify the overall Airport goals and objectives, evaluate the anticipated future operational demands, document the associated facility requirements, determine economic development opportunities, and evaluate the financial and environmental “costs versus benefits” of possible alternative development scenarios. From these analyses, the study process will generate a layout plan that incorporates new facility requirements in a practical arrangement around the existing infrastructure so that all airport users can be safely and efficiently accommodated at PSK for the next 20 years.
E&A has been able to utilize the 2020 Airspace Analysis performed in conjunction with the DOAV to identify necessary obstruction removal.
This scope includes land use planning involving the adjacent industrial commerce park. This analysis particularly examines relevant characteristics influencing development opportunities or constraints. A market-based demand assessment will be used to identify prevailing conditions, trends, and market support for compatible commercial land uses determined to be of greatest value to the Airport. Aviation-related industry benchmarking and evaluation of prevailing regional or national trends will be used to find opportunities for the Airport, with a focus on identifying the types of aeronautical related development to be pursued and those location needs. The master plan will recommend potential land uses and corresponding Airport or adjacent site locations best suited to accommodate identified market and aviation-related commercial development.
An important aspect of this master endeavor is stakeholder involvement, including business and industry leaders within the community. E&A has been coordinating and facilitating that endeavor in the forecasting process. Utilizing stakeholder interviews, historic and existing Airport activity, historical trends and growth rates of the aviation industry, the master plan will forecast needs and design aircraft to ensure appropriate growth and accommodations for future Airport facilities.
